Digital Portfolio Lead, One Lancashire and South Cumbria
Andrew is Digital Portfolio Lead (Systems & People) at One LSC, the shared corporate services organisation supporting provider trusts across Lancashire & South Cumbria. He leads a project management team delivering systems change for Blackpool Teaching Hospitals and steers cross‑trust collaboration to land complex, multi‑stakeholder programmes in LSC. Alongside delivery, Andrew has led the production of LSC’s People Digital Target Operating Model and the associated multi‑organisation Outline Business Case, shaping the governance, benefits, procurement and how it will be adopted across the system. Andrew is an experienced Digital Transformation Leader, having led many programmes and projects over 17 year in the NHS, including NHSE’s COVID‑19 Digital Staff Passport, rolled out across 116 organisations in 2020, and, locally, the recent replacement of a 32‑year‑old Patient Administration System, migrating over 61 million data items and integrating 33 downstream systems. Andrew’s passion is modernising NHS corporate services at scale and has been involved in several projects locally, regionally and nationally in this space, simplifying joiners‑movers‑leavers processes, identity and access management, self‑service HR and more recently establishment of AI agent building capability, to create enterprise architectures that translate shared‑service efficiency into tangible patient benefit.
