Dr Minal Bakhai

Director for Primary Care, Community Transformation and Improvement (PCTI) SRO for the National Neighbourhood Implementation Programme
Minal has a unique portfolio with experience stretching across clinical practice, large scale transformation, research, regulation and industry. She is a practicing GP in an area of extreme socio-economic deprivation. She is also the Director for Primary Care and Community Transformation and Improvement at NHS England. Nationally, she leads large-scale complex change programmes and digital transformation including Modern General Practice and the National General Practice Improvement Programme - one of the largest systematic national change programmes for general practice. Prior to this she led the Digital First Primary Care programme. Most recently, she has taken on leadership for the National Implementation Programme for Neighbourhood Health – to support accelerating the UK Government’s three shifts from hospital to community; analogue to digital; sickness to prevention. Minal is passionate about enabling local place and system leadership to drive population health and has established the National Primary Care Transformation Peer Ambassador Academy, putting frontline staff front and centre of driving change locally with their communities. She also works with governments globally to help strengthen health systems internationally. She is a UK Representative for Innovation for the Government Department for Business and Trade and a health executive in residence at UCL Global Business School for Health. Minal was awarded an MBE in the 2022 New Years Honours for services to general practice.
