Dr Rowan Sil
Chief Clinical Information Officer, Leicester Leicestershire and Rutland Integrated Care Board
I am a GP Partner at a semi-rural dispensing practice in Northwest Leicestershire and has been involved with NHS IM&T since 2018 when he became a Digital Lead in his STP area of Leicester, Leicestershire and Rutland. Clinically my interest lies in Sport and Exercise Medicine and Population Health Management, and I have led on several initiatives locally using John Hopkins Adjusted Clinical Groups data to support and understand why there is variation in their metrics. During COVID I collaborated with the local CSU to provide 'Hot Spot' data linked to Public Health testing data to allow Primary Care to respond accordingly. In the period following the restarting of Long Term Condition work in Practices I led the UCL Proactive Care Framework implementation to allow the risk stratification of patients using data that lay within their EPRs. All these solutions lay within the technology and systems that were already in use and the program aimed at supporting practices understanding their populations and their workflows to produce more effective outcomes. On the establishment of ICBs I became the newly created role of CCIO at LLR ICS and has been pivotal in establishing a network of Primary Care digital leads via the GP IT Forum and chairs the Digital Advisory and Delivery Boards to monitor the delivery of cross system and partner projects and maintain digital safety throughout implementations. To this end I am the Clinical Lead of the LLR Care Record which has been successfully implemented across health and social care in our system providing safe and secure data to those that are involved in direct patient care. Trained as a Clinical Safety Officer I sit on the ICS Transferring Care Safely and System Quality Group meetings and have a passion for the establishment of cross system interoperability to improve both clinical staff and patients from the digital transfer of care errors that can occur that delay and compromise patient care. I am a digital consultant to Patient Care Locally (PCL UK) and has been involved in key pilots of automated triage and booking software to improve patient access to healthcare across both primary and secondary care. I am also a Digital Clinical consultant with The Access Group UK and sit on their newly formed NHS Advisory Board, hoping to develop and integrate back office technologies for Primary and Secondary Care and push the boundaries of interoperability across integrated systems to help both staff and citizens across the public sector thrive and improve their job satisfaction and retention in the NHS and Local Authorities across the UK.
